Agartala, Sep 16: Chief Minister Prof. (Dr.) Manik Saha on Tuesday inaugurated the state-level orientation programme of Adi Karmyogi Abhiyan and the State Process Labs at Pragya Bhavan, emphasizing the state government’s commitment to the holistic development of tribal communities.
Speaking on the occasion, the Chief Minister said that under Prime Minister Narendra Modi’s vision, people’s participation has been given top priority in the implementation of all government programmes. “The Prime Minister believes that without the inclusive growth of the marginalized, the progress of the state and the nation is not possible,” Dr. Saha remarked.
He highlighted that the Adi Karmyogi Abhiyan was launched on July 10, 2025, as part of Viksit Bharat Abhiyan with the aim of ensuring the benefits of various government schemes reach the remotest tribal areas. The programme seeks to empower and skill tribal communities across more than 550 districts, 3,000 blocks, and one lakh villages in the country, targeting the creation of 20 lakh tribal changemakers.
To achieve this, three categories of trained cadres—Adi Karmyogi (government officials), Adi Sahayogi (teachers, doctors, social workers), and Adi Saathi (SHG members, senior citizens, cultural personalities)—will be developed. Tribal villages will also have Adi Seva Kendras functioning as single-window service centers for citizens.
For effective implementation, training will be imparted at state, district, and block levels through State Process Labs. The programme envisions training 8 State Master Trainers, 40 District Master Trainers, and 260 Block Master Trainers. Residential training for District Master Trainers will be conducted from September 16 to 19, followed by District Process Lab sessions from September 23 to 25.
The Chief Minister added that from today until October 2, Seva Parv will be held across villages included under the Dharti Aba Janjatiya Gram Utkarsh Abhiyan, with a range of service camps organized.
Highlighting the success of tribal welfare initiatives, Dr. Saha said that under Dharti Aba Janbhagidari Abhiyan, 4,036 camps were organized in Tripura benefiting over 12.7 lakh people, making the state one of the top performers nationally. For the Gram Utkarsh Abhiyan, ₹81.69 crore has been allocated for five years.
He further informed that the state government has raised the monthly honorarium of tribal leaders from ₹2,000 to ₹5,000 and has prioritized education by ensuring stipends, scholarships, free textbooks, coaching, and one-time financial assistance for higher studies to all eligible tribal students. Six Eklavya Model Residential Schools are already operational, with six more in the pipeline.
On economic empowerment, the Chief Minister said rubber cultivation will be expanded to 69,000 hectares, with over 47,962 hectares already under plantation by nearly 59,000 beneficiaries. Fifty smoke houses and 25 integrated rubber processing centers are also being set up to improve the quality of rubber sheets. Additionally, under the Janjati Vikas Yojana, 7,670 beneficiaries have been covered. Plans are underway to provide 500 unemployed tribal youths with electric autorickshaws.
Cultural preservation has also been prioritized in the state budget, with workshops on traditional tribal musical instruments planned. A Super-100 Programme will be launched to provide quality coaching to meritorious tribal students.
At the beginning of the event, the Chief Minister along with dignitaries paid floral tribute to the portrait of Bhagwan Birsa Munda. Two documentaries highlighting Adi Karmyogi Abhiyan and the activities of the Tribal Welfare Department were also screened.
Tribal Welfare Minister Bikash Debbarma, Secretary of Tribal Welfare Dr. K. Sashi Kumar, Joint Secretary of Union Tribal Affairs Ministry T. Roumen Paite, and Director of Tribal Welfare Subhashish Das also addressed the gathering. Senior officials including District Magistrates and Sub-Divisional Magistrates were present.
